Oklahoma Behavioral Health Credentialing: SoonerCare, SoonerSelect And Commercial Payers
If you’re a behavioral health provider getting credentialed in Oklahoma, the state enrolls you into SoonerCare and the three SoonerSelect plans credential you, on one shared Availity application. The plans pay your claims at 90 percent while their credentialing finishes, which is rare. Commercial runs on CAQH, and 36 O.S. § 4405.1 gives a plan 45 days on a clean file, but a certified letter unanswered for 10 days leaves your application deemed withdrawn. Here’s the order, the clocks, and the letter you can’t let sit.
Oklahoma’s Plans Pay You 90 Percent While You Wait. The State Also Lets A File Die On A Ten-Day Notice.
OHCA says that once it has completed its own contracting, and until the SoonerSelect plans finish their credentialing, the plans process and pay your claims at the non-participating provider rate of 90 percent, with the participating rate of 100 percent once credentialing is complete. Most states pay nothing for that gap. Ninety percent isn’t full rate and it isn’t a reason to go slow, but it makes the wait survivable here.
There’s a second shortcut worth asking about early. A provider already credentialed with that same carrier on its commercial, Medicare or Marketplace book skips the shared repository and rides the file the plan already holds. Aetna’s Oklahoma credentialing guide says it outright, and the same crossover runs at Centene between Ambetter and Oklahoma Complete Health. The order you apply in changes how much work there is.
Now the statute. 36 O.S. § 4405.1, amended effective November 1, 2024, is more detailed than most. A plan that finds your application incomplete has to tell you in writing within 10 calendar days and name the part causing the delay. On a clean application it has 45 calendar days to decide, on anything short of clean it gets another 60, and the ceiling is 180. Within 31 days of credentialing you, it has to consider you in network for reimbursement.
Then read subsection E.2 before you ignore a letter. If the plan takes that 60-day extension and is still waiting on documentation, it notifies you by certified mail. You have 10 calendar days to give written notice extending the period. Miss it and the statute says your application is deemed withdrawn. Not delayed. Withdrawn. Louisiana’s version of the same clock ends in deemed credentialed; Oklahoma’s ends in a dead file, at a practice address where nobody signs for certified mail, on a window nobody reminds you about twice.
One limit to respect. The definition of health benefit plan expressly excludes individual plans, so the same carrier can be on the clock for your employer-group book and off it for your Marketplace book. And this is a decision clock, not a back-payment rule, so plan the commercial wait as unpaid.
Oklahoma is one of the few states that pays you something while boxes two through five catch up on the Medicaid side. On commercial, the statute governs box one only, and the rest still take as long as they take.
The State Enrolls You. The Plans Credential You.
Two approvals with two different owners, and contracting is a third. Start the OHCA file and the Availity application together. Credentialing can’t finish until you hold a valid Medicaid ID and appear on the Provider Master List, so the state file is the real gate.
One OHCA Contract, Then One Availity Application For Up To Three Plans.
New contracts go through OHCA Electronic Provider Enrollment at ohcaprovider.com. You pick the contract type as an individual, a business or I/T/U, pick your provider type and program, sign electronically and upload documents. OHCA’s training put processing at roughly four to six weeks, a planning number rather than a promise. In a September 11, 2026 provider letter, OHCA acknowledged contracting delays, said some claims were denied because contracts weren’t in place on time, and said it will set up a process to resubmit those claims where appropriate.
CAQH At Most Carriers, And Two Oklahoma Doors That Don’t Use It.
Blue Cross and Blue Shield of Oklahoma is the giant. Everything else is a national carrier with a behavioral arm, a Tulsa HMO, or the state employee plan.
Who You’ll Apply To, And Where Behavioral Health Goes.
These are typical ranges from a complete application. The statutory clock is a backstop on the group book only, and payers control their pace inside it, so we track and push rather than promise dates.
Blue Cross And Blue Shield Of Oklahoma
- Usually: 60 to 120 days from a complete application, with the 45-day clean clock and 180-day ceiling as the backstop on group products
- Behavioral health: handled inside the plan, integrated with medical care management. No outside behavioral vendor we could find, which isn’t what a Blue plan usually looks like
- Order matters: Provider Onboarding Form, multidisciplinary review, contract, credentialing, welcome letter with your effective date. BCBSOK is explicit that sending the form doesn’t make you participating and doesn’t mean a contract will be offered
- CAQH: a Provider ID is required to register and begin
UnitedHealthcare
- Usually: 60 to 120 days. Optum notes primary source verification alone can take up to 60 days
- Door: Provider Express. Applying through the medical path is the most common wasted month for a prescriber here
- Oklahoma specific: UnitedHealthcare didn’t win a SoonerSelect contract, so there’s no UHC Medicaid plan to join in this state
Separate door: Optum Behavioral Health
Aetna
- Usually: 60 to 120 days, inside the 45-day clean clock on the group book
- The shortcut: Aetna’s Oklahoma guide says a provider already credentialed with Aetna on a commercial or Medicare line needs no additional credentialing for Aetna Better Health of Oklahoma. Skip Availity, go straight to contracting
- Keep them straight: the commercial and Medicaid plans are separate contracts with separate network teams, and Medicaid contracting goes to its own inbox
CommunityCare
- Usually: no published day count. The standard effective date is the first day of the month after the Credentials Committee approves you
- Read that twice: approval on the 2nd and approval on the 28th land on the same start date, so a few days of paperwork can cost a month of billing
- Application: a CAQH pull, or an emailed packet if you don’t use CAQH. Behavioral health and EAP stay with its own staff
HealthChoice
- Usually: not published as a day count. A direct application to EGID rather than a CAQH pull, so timing follows EGID review
- Bigger than it looks: state agencies, school districts and universities. Out-of-state credentialing shops miss it constantly
- Read before you staff up: HealthChoice reimburses a behavioral health licensure candidate’s services only when a licensed clinician is in the room, the supervision is documented, the record is cosigned, and the claim goes out under the supervising clinician’s NPI
Cigna Healthcare
- Current application route: Evernorth directs individual providers to its provider portal and publishes separate applications for clinics and facilities. We confirm the right provider category and network requirements before we submit.
- Usually: Evernorth states up to 90 calendar days, or as otherwise required by law
Separate door: Evernorth Behavioral Health
A few Oklahoma names sit outside a standard commercial package. Ambetter from Oklahoma Complete Health is the Marketplace product from the same company that runs the SoonerSelect plan, and it’s a separate contract in both directions; the statute writes individual plans out of its definition, so don’t count on the clock there. GlobalHealth is an Oklahoma-grown plan whose visible book is Medicare Advantage, and it flagged network changes for 2026. Humana exited employer-group commercial medical, so here it’s Medicare Advantage plus its SoonerSelect plan, and it’s the one SoonerSelect plan publishing a behavioral health inbox separate from its physical health one. Send a behavioral request to the wrong address and it sits. Medicare, SoonerCare, the SoonerSelect plans and HealthChoice are government enrollment, which is $450 per provider for each Medicare, Medicaid or Medicaid plan enrollment and can be bought on its own or with a package.
Carry A Plan We Didn’t List? Add It.
Union and Taft-Hartley trusts with Oklahoma members, TPA-administered self-funded employer plans, rented PPOs, EAPs. You name the plan and we find the real route. A self-funded plan usually rents a commercial network, so the route is the network rather than the employer. Whether § 4405.1 reaches any given one turns on ERISA preemption, so nobody should assume the clock covers them.
Tribal health changes the picture here more than in almost any other state. OHCA runs an I/T/U contract type inside its own enrollment portal, so tribal and urban Indian facilities are a distinct enrollment track and not a commercial network. American Indian and Alaska Native SoonerSelect members can see Indian Health Care Providers even when the provider isn’t in the plan directory. If Cherokee Nation, Chickasaw Nation or Choctaw Nation patients are part of your plan, the route is usually a direct agreement or Purchased and Referred Care.
One more that moved this month. ODMHSAS awarded CCBHC operations in four state-operated service areas on July 7, 2026. If you refer to or plan to join a CCBHC, confirm who runs your catchment area now.
Send These Once And We Can Start.
- Your individual NPIType 1, plus the Type 2 if you bill under a group. OHCA ties enrollment to a practice location, so we need every site you work from.
- Active Oklahoma license and DEA registrationBoth get verified at the source, so tell us early if a renewal is in flight.
- CAQH attested and each payer authorizedBCBSOK won’t start credentialing without a CAQH Provider ID. You complete and attest your own profile. We keep the practice data current during your project. After that, Credentialing Maintenance keeps it current. If you want us to maintain your profile, you share access securely and change the password when we’re done.
- Delegated OHCA portal accessSo we can build and submit your SoonerCare enrollment at ohcaprovider.com and handle renewals. Only a portal administrator or enrollment clerk can reach those screens, so we need the right role assigned.
- Availity Essentials access under your organizationSo the SoonerSelect application can be built, submitted and tracked. The free tier is enough. Tell us which of the three plans you want selected, or say all three.
- Five years of continuous work historyMonth and year, with any gap explained. This is the field that most often makes an Oklahoma application not clean, and not clean hands the plan another 60 days.
- Malpractice certificate of insuranceCurrent, plus general liability if you’re contracting an entity rather than yourself.
- Legal business name, EIN, and W-9One per tax ID you bill under. OHCA group and Outpatient Behavioral Health business contracts also need an Appendix A signed by each provider.
If HealthChoice is in scope, we prepare its Practitioner Contract and Application for your digital signature and email it to EGID Network Management. That one is a direct contract rather than a CAQH pull, so it asks for a few things the others don’t.
Oklahoma draws its other line at the program rather than the person. ODMHSAS certifies organizations as program types under Title 43A, and national accreditation is accepted in place of state certification for some of them. OHCA’s outpatient behavioral health rules also require a private community-based organization to hold accreditation or ODMHSAS certification, site by site. Plenty of outpatient prescribing practices sit outside all of it. That shifts if you bill as an agency, or add residential, substance use or crisis services. We ask about your service mix during onboarding and flag it early. We don’t tell you whether you need it and we don’t file it for you.
We handle credentialing and payer enrollment in Oklahoma and in the other 49. Physicians and outpatient medical groups, psychiatrists included, start on the physician credentialing page.

Payer decisions, timing and rates aren’t ours to promise, and we don’t promise them. Our own work is a different matter. If something we delivered doesn’t work the way we said it would, tell us within 30 days of delivery and we fix it at no cost. If we can’t fix it, or can’t deliver what you bought, we refund the part it affected. Payments aren’t refundable unless the problem is our mistake. A new request, another payer or provider, a change of scope or a new build gets quoted separately.
Everything stays in your name. Your NPPES record, CAQH/DataSpring profile, OHCA portal account and payer contracts are yours, and so is the paperwork. You keep all of it if we stop working together.
