Being The State Capital Changes Who Insures Your Patients
Salem’s commercially insured population skews heavily toward public employment: state government and the school districts across Marion and Polk. That packs the volume into fewer carriers than you’d see in Portland. It also makes picking panels a higher-stakes call.
Commercial Plans
Moda, Regence BlueCross BlueShield of Oregon, Providence Health Plan and PacificSource carry most of the commercial volume, with Aetna and Evernorth Behavioral Health (Cigna) appearing in employer plans, and Optum Behavioral Health (UnitedHealthcare) common on national employer coverage. Kaiser Permanente is a separate arrangement and is quoted separately.
PEBB And OEBB Now Point To Moda
PEBB, the Public Employees’ Benefit Board, won’t offer Providence Health Plan medical plans in 2027. Moda PPO replaces the Providence Statewide PPO, Moda Coordinated Care replaces Providence Choice and Moda Synergy, and Kaiser stays. OEBB, the Oregon Educators Benefit Board, already offers only Moda and Kaiser medical plans for 2026-27, and its Moda plans use Moda’s Connexus network, as PEBB’s will. Unless you’re a Kaiser provider, a Moda contract is how you reach state and school employees in network.
Oregon Health Plan
OHP coverage across Marion and Polk counties is administered through PacificSource Community Solutions, the coordinated care organization for this service area. Medicaid enrollment is $450 per provider, and you can buy it on its own or with a commercial package.

Which Panel Should A New Salem Practice Open First?
